There may be another reason for the first mis-coding. I don't know what tax rules apply at JFK, but in the UK there can be different rates, with VAT (ie, purchase) tax applying to dine-in but not to take-away. The restaurant may record transations as dine-in and charge the tax, then report the transactions as take-away and keep the difference. I'm not suggesting they do, but it's a possibility.
